keep this pc for downloading and buy yourself a new pc as your machine is a bit old to upgrade. Think about it, nothing in your old machine can be used to match nowaday performance. I will suggest the following :
cpu i5, 4g ddr3 ram, asus motherboard, ati/amd display card from 5000 onward, 1tb sata hard drive.
by the way, slow program and web page opening may not have anything to do with hardware. It highly likely to do with software, what window are you using. check if u can install win7, or xp should be alot better then vista with your old pc.
also check to see if your old pc is clean from maleware/virus.
avg, malwarebyte and spybot s&d should be useful, install them.with these three program, nothing will be missed.
