遠 東 時 間 七 月 十 七 日 ， 馬 航 客 機 被 打 下 之 後 不 久 ， 全 球 傳 媒 都 把 焦 點 集 中 在 這 架 忽 然 墜  的 波 音 七 七 七 客 機 ， 以 色 列 坦 克 隆 隆 出 發 。 翌 日 《 紐 約 時 報 》 第 一 版 右 側 用 了 三 分 二 橫 幅 報 道 墜 機 事 件 ， 以 英 美 報 章 的 編 輯 語 言 來 說 ， 右 邊 是 頭 條 ； 靠 左 邊 的 三 分 一 則 是 加 沙 地 面 戰 ， 在 《 紐 約 時 報 》 眼 中 這 是 次 要 的 二 條 。 新 聞 安 排 可 以 看 到 美 國 主 流 傳 媒 的 中 東 觀 ， 這 不 是 新 事 ， 戰 後 五 次 中 東 戰 爭 美 國 主 流 傳 媒 都 是 這 樣 ， 它 們 是 從 以 色 列 的 角 度 看 世 局 ； 出 兵 加 沙 是 意 料 中 事 ， 一 旦 以 色 列 呈 現 險 象 ， 那 才 是 大 事 。

當 然 也 有 例 外 。 一 九 八 七 年 十 二 月 ， 一 輛 猶 太 人 卡 車 在 加 沙 北 部 難 民 營 撞 死 四 名 巴 勒 斯 坦 人 ， 引 發 大 規 模 的 巴 人 反 抗 ， 青 年 以 石 塊 及 土 製 汽 油 彈 與 全 副 武 裝 的 以 色 列 軍 警 對 抗 。 世 人 在 西 方 電 視 及 印 刷 媒 體 學 到 這 個 英 語 拼 音 的 阿 拉 伯 語 單 字 Intifada ， 意 思 是 「 起 義 」 。 這 次 起 義 維 時 六 年 ， 到 一 九 九 三 年 巴 解 領 袖 阿 拉 法 特 及 以 色 列 總 理 拉 賓 在 挪 威 奧 斯 陸 簽 署 協 議 才 結 束 。 Intifada 從 此 成 為 巴 勒 斯 坦 人 民 鬥 爭 的 歷 史 名 詞 。

以 色 列 在 中 東 的 霸 權 關 鍵 是 美 國 利 益 ， 一 句 話 便 可 說 清 楚 七 十 年 來 的 爭 戰 。 美 國 戰 後 外 交 政 策 圍 繞 三 大 範 疇 ： 地 緣 政 治 、 意 識 形 態 、 能 源 戰 略 。 以 色 列 兼 具 第 一 及 第 三 ， 攤 開 地 圖 ， 如 果 沒 有 以 色 列 ， 美 國 勢 力 （ 準 確 來 說 美 國 航 空 母 艦 ） 難 以 從 地 中 海 經 蘇 彝 士 運 河 經 紅 海 進 入 阿 拉 伯 海 或 印 度 洋 ； 中 東 地 域 由 阿 拉 伯 國 家 全 數 包 攬 ， 美 國 難 以 立 足 。 能 源 戰 略 更 是 清 楚 ： 美 國 若 不 能 在 中 東 搶 到 一 塊 地 方 ， 就 無 法 在 能 源 問 題 尤 其 是 石 油 供 應 有 話 語 權 。 這 兩 大 利 益 一 直 是 美 以 關 係 的 主 要 成 分 ， 至 今 不 減 。 . 美 國 此 刻 對 加 沙 發 生 的 殺 戮 ， 官 方 態 度 不 輕 不 重 ， 是 因 為 以 色 列 當 權 派 仍 然 掌 控 大 局 ， 美 以 之 間 長 年 有  默 契 ， 華 府 認 為 以 色 列 到 某 一 階 段 就 會 「 適 可 而 止 」 。 這 是 因 為 美 國 的 軍 援 是 以 色 列 命 脈 ， 以 色 列 是 美 國 以 外 擁 有 空 優 戰 機 F 十 五 最 多 的 國 家 ， 美 國 對 伊 朗 搞 核 技 術 暴 跳 如 雷 ， 但 以 色 列 的 三 支 空 軍 部 隊 ， 即 一 五 ○ 中 隊 、 一 九 九 中 隊 及 二 四 八 中 隊 ， 是 眾 所 皆 知 的 核 彈 部 隊 ， 連 編 制 都 跟 美 國 一 樣 ， 地 對 地 核 彈 屬 於 空 軍 系 統 。 如 果 美 國 要 一 視 同 仁 ， 以 色 列 會 有 核 打 擊 力 量 ？ 第 一 次 波 斯 灣 戰 爭 ， 伊 拉 克 不 斷 向 以 色 列 發 射 飛 毛 腿 導 彈 ， 以 色 列 空 軍 飛 行 員 全 日 坐 在 戰 機 裏 候 命 出 擊 ， 但 美 國 不 欲 因 此 砸 了 打 擊 伊 拉 克 統 一 戰 線 的 大 局 ， 硬 是 讓 以 色 列 空 軍 整 場 戰 爭 期 間 一 動 也 不 動 。

THE mounting toll of innocents in Gaza is reason enough for anyone with compassion to demand a ceasefire. Since July 8th,when Israel began its campaign to clobber Hamas, the Palestinian Islamist movement that has run the Gaza Strip since 2007, at least 700 Palestinians have been killed, most of them civilians and many of them children, along with at least 35 Israelis, including three civilians. After Israel undertook a ground invasion of Gaza on July 18th, the casualty rate on both sides soared.Hospitals have been hit and scores of buildings flattened, often with civilians inside. A Palestinian family of 25, said to have been hosting a Hamas fighter during a supper to break the Ramadan fast, was wiped out.

Yet it would be a grievous mistake to bring about a ceasefire that achieved nothing more than to revert to the status quo.In the longer run, if a more durable peace is to be built, the Israelis must seek a sovereign state for Palestinians, who, including Hamas, must in turn reiterate their support for a government that disavows violence and recognises Israel. Unless a ceasefire is couched in such terms, the poison will in time well up all over again and the cycle of violence will resume, as it has done repeatedly since 2007.: [7 I/ Y. ^" C& _2 K

Only three months ago talks on a peace deal foundered. Could it be any different this time? One reason to think so is that both sides have seen how that collapse paved the way for a war that neither really wanted and which is now causing higher military casualties than Israel had been expecting." The talks broke down chiefly because of Israel, said John Kerry, their sponsor and America’s secretary of state. In frustration, Mahmoud Abbas, the Palestinians’ moderate leader, formed a unity government that Hamas was persuaded to back. Whereas America cautiously welcomed this development, Binyamin Netanyahu, Israel’s prime minister, railed against it, fearing a united Palestinian front. That begins with the scale of the violence in Gaza. Some 1,400 Palestinians have died in the past few weeks, compared with 56 Israeli soldiers and four civilians. And now the left has joined in the derision because he proposed a ceasefire in Gaza that Israelis thought favoured Hamas. But Mr Kerry is right. If Israel continues to build settlements in the occupied territory, it will gobble up land that would belong to an independent Palestinian state, making peace harder to reach.
