The  next one describe it: there is only one "1", therefore 11

0 a6 E9 d0 [, L* a) N3 U' ZThe next one describe the "21" as there are one "2" and one "1", therefore 1211

The next one describe this "111221" is three "1", two "2" and one "1" so the answer is:

So the right hand side number 0 can be represented by number 1 7 _, D0 L0 v, W

The right hand side number 2 can be represented by 2,5,8,1,6,7,3,0
