山東臨胊縣縣醫院南門一家釘子戶，
听說被停水斷電達四個月之久，
因多次向有關部門反應恢復供水供電未果，
在自家院牆上自制黑板報以示抗議。

It's just sad that this person has to resort to this way of making a protest or statement. He may have all the reasons in the world and I doubt very much his appeal would be successful. Let's hope this exposure to media would help his case. Good luck!
