How can view chinese in English Window XP or Window Vista about the Html stuff?

Dear Reader, I have an enquiry about "How to read chinese in English Window XP or Window Vista" , coz I have some
Files which is Html and also sometimes my friends send me some e-mail which is chinese, I can't view in chinese, please
help me to solve this problem, thank you very much.

u can install the language thing from ur window cd , or u go find 中文之星 software..

->Tab : Languages
->click checkbox : install files for east asian languages
