Many of their families are finding it harder to pay for funeral parlour services. The operation of the one government-owned parlour has been awarded to a listed company called the South China Memorial Park and Funeral Service Ltd on a five-year contract. The contract, awarded by tender, cost $279 million. That startled funeral operators. It’s close to fourteen times as much as the tender cost 10 years ago. The operators immediately increased the fees, and all the commercial funeral parlours have followed suit. As a locally based activist and “barefoot lawyer” in Shandong he initially received praise from local authorities for demanding rights for the disabled. Then he crossed the line: drawing attention to the local party’s forcing of abortions and sterilisations on local women as part of the country’s one-child policy. After four years in jail in dubious charges, Mr Chen was released but kept under house arrest for 19 months. Chen's escape from house arrest and to the United States embassy in Beijing stunned millions, more outside of China than within the country, where authorities have kept him relatively unknown.
