U got 130 Kb/s or U actually meant 130 KB/s.

If it is Kb/s then you certainly can tweek Utorent.

However, I would suggest you revert back to Utorrent 1.7 or 1.6. Actually lots of people prefers 1.6.tvb now,tvbnow,bttvb% `: K' B4 J- ^' ]- x
