It says you are missing a Direct X 9 driver; try to install Direct X version 9 (Can download from MS website).  Windows 7 preinstalled Direct X 10.

1. You need install the latest Directx SDK on your PC to fix this issue. Below you can download the Call of Duty Black Ops d3dx9_49.dll file whether for Windows 7, Vista and XP.

2. Or, you can try to uninstall and reinstall the Call of Duty Black ops game again. Reinstall the game may work because the files in the program that work with d3dx9_43.dll.

3. Update the drivers for graphics card and sound card in your computer may also fix this DirectX issue and finally solve the d3dx9_43.dll error.
