I'm currently having the same problem.
, p( [7 T$ n* {& x3 w; qI know that a lot of ISP around the world is starting to restrict bt downloading. They somehow knows if you are using BT and starts to throttle your connection.

5 e! s- a# F5 s+ M1 s, O) Ktvb now,tvbnow,bttvbTry a software called "TOR (The Onion Router)". Not with really good speed but better than 0-1kB/s. It gives me [20-50kB/s] after install.
