To answer your question, current version of Blutrol (3.2-2) by M. Ringwald only support iOS 6.1
Accordingly to his twitter, he is working on iOS 7 now but busy until end of January. https://twitter.com/mringwal/
Please be patient because most developers are working hard to convert/remake their Cydia tweaks workable in iOS 7 again.
