Removing glare and reflections involves using mostly the Healing brush and the Clone Stamp tool.

if two eyes have glare and reflection, the Healing brush and the Clone Stamp tool don't work.
maybe try to use adjustmentbut I am not sure

when the glare turn the area to white, which mean the affected area is in ZERO pixel, god also can't help you; alternative way is to CLONE the second eye to this eye... :)

can try using more "black" and "recovery" in ACR.  otherwise, take the photo again is my only advice.
