It's a typical design for heavy duty vehicles such as bus and truck to have the front axles located closer to the driving seats. Otherwise the driver visibility is limited. Just take a look at the picture you posted and other bus pictures from the internet.
i live in a left hand drive country and used to have a right hand drive Nissan Skyline GT-R R32. I don't have any problem seeing 紅綠燈，交通標誌. The only problem I had was the visibility is limited from the opposite direction traffic when making a left turn.
