both hwy 1 and hwy 74 will go through the bottlenecks to hwy 3 when leaving taichung. traffic is not bad after the bottlenecks. not sure about the country side where your future home is.
good thing about taichung is you park on the street and there is a possible chance you don't have to pay. even if you have to pay it costs only ntd$20
